RFP

Pursuant to Oregon Public Records Law (ORS 192.311–192.478) and Section 8.12 of the referenced RFQ, we request copies of the following public records related to PCS# 600000-07104-RFQ, "RFQ for Software Development Partner for Gamified Learning Tool," issued by University of Oregon Purchasing and Contracting Services (closing date June 10, 2026):1.    The complete Proposal submitted by the awarded vendor, excluding only those portions lawfully marked and withheld as bona fide trade secrets under ORS 192.345(2).
2.    All evaluation committee scoring sheets, rubrics, and evaluator notes for every Proposal evaluated under this RFQ, including our own submission (Avicenna Research Inc.).
3.    The bid/price tabulation identifying all Proposers who submitted a response and their total proposed price.
4.    Any award recommendation memo, justification, or summary documenting the basis for the selection decision.
5.    The executed contract with the awarded vendor, if execution has occurred.
We are Avicenna Research Inc., an unsuccessful Proposer on this RFQ, and were notified of the award decision on July 30, 2026 via a Notice of Intent to Award.
