I am submitting a supplemental request for non-identifying, aggregate records that may reflect patterns of administrative behavior relevant to civil rights compliance:
A. Employment Decisions Following Protected Activity (SOMD/OBF)
Records, internal summaries, or HR communications reflecting layoffs, contract non-renewals, terminations, or reassignments in the School of Music and Dance (SOMD) or Oregon Bach Festival (OBF) within five years of an employee engaging in protected civil rights activity (e.g., ADA requests, discrimination or retaliation complaints). I am not requesting names—only data sufficient to assess frequency and patterns.
B. OICRC Complaint Trends (2020–2025)
Aggregate internal records or reports showing:
• Total number of complaints filed annually;
• Number dismissed without formal investigation;
• Number of appeals filed and their outcomes;
• Number of complaints involving ADA issues or retaliation claims.
C. OICRC Case Evaluation Practices
Internal policies, guidance documents, decision-making flowcharts, or training materials describing how OICRC evaluates whether a complaint meets the threshold for formal investigation—particularly in cases involving ADA, retaliation, hostile workplace, or harassment
D. Third-Party Involvement and Confidentiality of Complaint Information
Please provide:
A list of all third-party individuals, firms, or consultants (e.g., external attorneys or investigators) engaged by the University of Oregon or OICRC from 2020–2025 to assist with review or resolution of civil rights, ADA, discrimination, harassment, or retaliation complaints. For each, please include:
- The name of the individual or entity;
- Their role or scope of work (e.g., appeal review, legal consultation, procedural audit);
- Whether complainants were notified prior to the third party’s involvement.
Any unredacted policy documents, memoranda, or training materials explaining how and when confidential complaint information—particularly ADA-related documentation or personal health disclosures—may be shared with internal or external third parties.
An anonymized summary of complaints reviewed by third parties from 2020–2025, showing:
- The number of cases reviewed;
- The general subject matter (e.g., ADA, retaliation, Title IX);
- The type of resolution or outcome (e.g., dismissed, investigated, referred back internally);
- Whether complainants were informed of third-party involvement or how their case was concluded.
Any complaints, grievances, or reports of unauthorized disclosure of confidential complaint or ADA-related information during this time period.
