Requesting/Reviewing Records

Pursuant to the Oregon Public Records Law, ORS 192.311 to 192.478, I request copies of the public records described below. I am a journalist, and I request these records in that capacity. This is a new request. Why these records are held by the University of Oregon Connor Stalions worked in the University of Michigan football program, as a volunteer and then as an employee from May 3, 2022 until he resigned on November 3, 2023. In August 2025 the NCAA Division I Committee on Infractions found that Michigan conducted 56 instances of in-person scouting of 13 future opponents across 52 contests during the 2021, 2022 and 2023 seasons. The Committee found that Mr. Stalions spent nearly $35,000 on tickets in 2022 alone, bought them on the secondary market, and transferred them to the people who attended (decision, pages 2, 8 and 9). On August 4, 2026, the University of Michigan denied my request for ticket-purchase and reimbursement records for football staff at non-Michigan events from 2021 through 2023, stating that responsive records do not exist (Michigan file number 270075). Records of tickets that the University of Oregon sold, or that were resold or transferred through its ticketing system, are held by the University of Oregon, not by the University of Michigan. Definitions Named individual means Connor Stalions, including the forms Connor P. Stalions and Connor Patrick Stalions. Account means any customer, ticketing, donor, or digital-ticket account, in any system the University or its ticketing vendor maintains for it, that is held in the named individual's name. The period means August 1, 2021 through December 31, 2023. Records requested 1. Orders. Records of every ticket order placed by, or ticket issued to, any account during the period for any home football game, and any postseason or neutral-site game for which the University distributed tickets. For each order, the order number, order date and time, event, section, row and seat, quantity, price, sales channel (primary sale, resale or marketplace, or transfer), payment type, the name recorded on the payment method, and the last four digits of the card as recorded. I do not seek full card numbers, expiration dates, or security codes. 2. Transfers and resale. Every transfer, forward, resale, or reassignment of a ticket into or out of any account during the period, with its date and time, the sending and receiving account as recorded, and whether each ticket was scanned for entry, with the gate and time. 3. Accounts. For each account, the account identifier, the account holder name, the date the account was created, and any linked, household, or family account and any stored payment profile in a name other than the named individual, as recorded. 4. The University's own review. Any search, report, spreadsheet, or summary the University prepared from its ticketing system concerning purchases by, or transfers to or from, the named individual, from October 1, 2023 to the present, and the correspondence transmitting it. 5. Credentials and security. Any credential, bench, sideline, field, or media pass, security report, incident report, or video-review record naming the named individual during the period. 6. Outside correspondence. Correspondence between the University and the NCAA enforcement staff, the Pac-12 Conference or the Big Ten Conference, or the University of Michigan concerning the named individual, and any records the University provided to any of them about him, from October 1, 2023 through December 31, 2025. Each item names one individual, a defined record type, and a bounded period. Items 1 through 3 are retrievable by a name search of the ticketing system.
