Public Records Request: Hamilton Walton Transformation Project Energy Performance Documentation
This is a request for public records under the Oregon Public Records Law (ORS 192.311 to 192.478). We are students at the University of Oregon working in good faith with University leadership on climate-related questions. As part of our ongoing engagement on these questions, we are seeking documentation related to the energy performance and certification of the University's most recent residential construction.
For each of the two Hamilton Walton Transformation Project residence hall projects — Unthank Hall (HWTP Building A) and the New Residence Hall and Yasui Hall combined project (HWTP Buildings B and C) — we request the following records:
1. Final energy modeling reports submitted for LEED certification
The complete energy modeling documentation submitted to GBCI for LEED v4 for Building Design and Construction: New Construction certification, including:
- Final whole-building energy simulation results showing baseline and proposed building performance, as submitted for LEED certification
- All modeling assumptions (envelope, lighting, HVAC, service water heating, internal loads, schedules, occupancy)
- End-use breakdowns for both baseline and proposed cases
- Conclusive figures for each LEED credit dependent on the energy model, including but not limited to: percent energy cost savings, percent energy use reduction, water use reduction percentage, and any other modeled performance metrics
2. Complete LEED application materials
The full submission package for each project's LEED v4 Building Design and Construction certification, including:
- The Minimum Energy Performance prerequisite documentation
- The Optimize Energy Performance credit submission
- The District Energy System narrative or equivalent disclosure documentation describing how the campus steam district heating system was incorporated into the energy model
- All other credit submissions and supporting calculators
- The final LEED scorecard as awarded by GBCI
- Any clarification correspondence between the project team and GBCI during review
3. OMSD compliance documentation
For each project, documentation of compliance with the Oregon Model for Sustainable Development (Principle 10 of the UO Campus Plan), including:
- The version of OMSD applied to the project (which Campus Plan edition was in effect at the time of design and approval)
- The Advanced Energy Threshold demonstration, including the percent-improvement calculation against the 2014 OEESC baseline and the underlying energy modeling
- Any Adjustments documentation submitted to or reviewed by the Campus Planning Committee, with their justifications
4. Commissioning Agent records
For each project, the records associated with the third-party Commissioning Agent engaged for LEED v4 EAc Enhanced Commissioning, including:
- The Commissioning Agent's identity and engagement documentation
- The Commissioning Agent's final report, including verification of as-installed and operating systems against design intent
- Any commissioning issues logs, punch lists, or correspondence documenting deviations between design intent and as-built operation
5. Operational utility data
For each building, monthly utility consumption data from substantial completion through the most recent complete billing cycle, including:
- Electricity consumption (kWh)
- Steam consumption (klbs or equivalent thermal units)
- Chilled water consumption (ton-hours or equivalent)
- Domestic water consumption (gallons)
If post-occupancy performance reports comparing actual consumption to modeled performance have been prepared by the University, those reports are also requested.
6. Documentation for currently under-construction projects
The same energy modeling, LEED, OMSD compliance, and commissioning documentation for any UO residential construction projects currently in design or under construction.
