1. Communications and Event Response
All communications from November 12, 2025 through January 6, 2026 relating to the EMU expressive activity, including:
- “Erb Memorial Union” or “EMU”
- “expressive activity,” “protest,” “demonstration,” or “counter-protest”
- “disruption,” “noise,” or “whistles”
- Any communications involving campus police, event management, or administrative personnel concerning the event
Including:
- Real-time communications regarding whether participants were permitted to remain on campus property or continue the EMU expressive activity
- Communications between University of Oregon employees and campus police or administrators during and after the event
- Post-event communications discussing, reviewing, or documenting the EMU expressive activity
2. On-Site Access, Authorization, and Real-Time Decision-Making
Any records and communications relating to decisions made on November 12, 2025 regarding whether participants in the EMU expressive activity were permitted to remain on or access campus property, including:
- Real-time communications made during the EMU expressive activity regarding whether participants were permitted to remain on campus property or continue the activity
- Communications between University of Oregon employees and campus police or administrators regarding presence, access, or continuation of the activity
- Any directives, instructions, or decisions made during the event concerning whether participants should be allowed to remain, disperse, or relocate
3. Employee Involvement and Scope of Employment
Records sufficient to identify whether any University of Oregon employees, were acting in an official capacity or within the scope of employment in relation to the EMU expressive activity, including:
- Assignments, directives, or instructions given to employees regarding attendance at, monitoring of, or response to the event
- Communications between employees and supervisors regarding their role during the event
- Any post-event analysis, documentation, or review addressing employee conduct
- Communications involving coordination between employees and campus police or administrators regarding the event
4. Incident Reports and Campus Safety Records
- Campus police CAD logs, dispatch logs, call logs, and incident reports referencing the EMU expressive activity
- After-action reports or internal summaries
- Documentation of reported disruption, interference, or counter-protest activity
5. Post-Event Review and Institutional Response
- Internal communications discussing, reviewing, or assessing the EMU expressive activity
- Complaints, follow-up communications, or investigative materials
- Any documentation of university response to alleged disruption or employee involvement
6. Public Communications and Online Statements
Any communications, instructions, or guidance provided to University of Oregon employees regarding public statements, online communications, or social media activity (including Reddit or similar platforms) relating to the EMU expressive activity, including:
- Guidance on public-facing statements by employees
- Communications discussing employee online posts concerning the event
- Any instructions, discussions, or coordination regarding preservation, deletion, archiving, or modification of publicly available online statements related to the event
