I am requesting a copy of the executed contract for the below project consultant who can provide the following services:  

• Review and evaluate the structure of each university’s governing board and associated bylaws for their alignment to best practices, transparency, and public access.  Evaluate the extent to which each university’s existing board structure and bylaws align with the proposed provisions of SB 854; 
• Review and evaluate the Oregon Legislature’s proposed bill, SB 854, for its alignment to best practices; 
• Interview institutional representatives, faculty/staff representatives, Higher Education Coordinating Commission designee(s), student representatives, and legislative designees; and 
• Deliver a comprehensive report and executive summary outlining the consultant’s findings for each university and any relevant recommendations no later than December 20, 2021
