In looking again at the bidding process for the Executive Coaching consultant, it seems that the the bidding was closed on April 2 and the RFQ was not cancelled until July 6. 

Therefore UO has received the bids (if any) and since UO is no longer negotiating with the bidders, any bids should be non-exempt public records. Therefore I’d appreciate it if you would reopen this request, and give me the bids. 

Should your office argue that the bids are still exempt, for whatever reason, then please consider this to be a public records request for the names of the entities that submitted bids.
