The attached copy of UO President Emeritus Dave Frohnmayer's retirement contract states he is to be allowed:

Additional funds, consistent with institutional policy, for expenses incidental to Frohnmayer's position in an amount to be negotiated between the University and Frohnmayer;

(My understanding is that $186,00 had been allocated to this account as of last year.) This is a public records request for an itemized accounting of the expenditure of these funds from July 1 2009 to the present.
